How you will make a difference

We see our communities as key to unlocking the potential of South Gloucestershire. As Service Manager for Community Development, you will be instrumental in enabling transformational change in the council’s approach to prevention, reducing the demands on council services by promoting a prevention-first approach and allowing independence which impacts the quality of life of residents.

What are you going to do?

  • As a change leader, both inside and outside the board, you will work to leverage our community engagement, conversational capacity and insight. This will enable the societal and behavioral change needed to improve service delivery and self-help within our child, youth and adult populations.
  • To do this, you will build and shape a new division within the Council, initially with a small team, which will transfer from other areas of the Council. Although direct staff management is small, your team will have impact and influence both within and beyond the board.
  • Your focus will be to provide strategic capacity as a catalyst to better enable the council to build on the work begun in our communities, recognizing the need to support the most vulnerable through early relief and prevention, and then assist people to have a good life.
  • You will ensure that equality, inclusion and diversity are integrated into Residents Council service offerings and that the voice and needs of residents guide the future development of service delivery. To achieve this, you will embed community conversation strategies and principles across council teams and external partners.
  • Working outward, you will lead engagement with the partner organization, working in a joint and co-produced approach to embed prevention principles, such as population health and inequalities. You will also work to strengthen ties and productive relationships with key partners at the local level, such as town and parish councils.

What we need from you

You don’t necessarily need to have worked for local government before you’re the right fit for this role. You may be working at a senior level in a voluntary sector organisation, the NHS or in community development, for example.

  • We are looking for you a strategic thinker, able to drive change and meet challenges with creative solutions.
  • You will have the impact and influencing skills to be comfortable working in a new division with few precedents to follow and where there is great freedom to transform community relationships through strategic development.
  • You will also have authoritative knowledge and technical expertise in community development with an overall functional and business understanding necessary to position the function within the organization. As well as a proven track record of strategic development, with an understanding of the influences and interconnectivities of a division such as this.
  • You should also have a proven track record in strategic direction and leadership, operational management and financial control. In addition to a substantial level of strategic leadership experience, providing deep and broad knowledge to act with credibility at this level, both internally and externally.
