The Town of Sherwood’s Community Development Department (CDD) partners with residential and commercial clients to provide advice and assistance throughout the design, construction and project review process. In each of these efforts, we are committed to keeping our residents safe, facilitating the building of reliable and sustainable communities, and preserving our city’s uniquely beautiful natural resources.

CDD is a high performing government organization focused on building a quality, affordable and safe community. Its services include comprehensive planning and implementation, land use, code writing and implementation, code enforcement, permits and economic development. The Department has four main divisions: Building, Planning, Economic Development, and Administrative Services and Permits.

About the position:
The Town of Sherwood is seeking an experienced leader to join the management team as Director of its community development department (CSD). As the work of the department develops alongside the growth of the Town of Sherwood, the Director will provide additional leadership and oversight to meet the needs of the community and the municipal government.

The CDD Director will provide strategic oversight and leadership to the Long Term Planning and Development Services and Economic Development Sections. The successful candidate will report to the City Manager, work with other City leaders, and lead the CDD management team which includes the Building Official who oversees the building department and understands code compliance, and the Director of economic development. This position is perfect for a hands-on leader who seeks a challenge, values ​​public service and wants to have a visible and lasting impact on the local community.

The town of Sherwood is poised to grow over the next few decades. With this growth comes the need to responsibly address infrastructure needs and ensure a high quality of life is maintained while providing opportunities for economic development and affordable housing. The new Director will work in partnership with external and internal stakeholders to recommend to the City Manager and/or City Councilors ways to address some of the department’s key challenges and capitalize on its opportunities.

The list of tasks is a representative sample of the work specific to this class and does not include all the tasks that can be assigned to a particular position. The incumbent may perform a combination of some or all of the following functions:

  • Assumes full responsibility for the management of all services and activities of the Community Development Department, including current and long-range planning, building inspection and code compliance, review of plans, processing of permits and economic development.
  • Plans, organizes and directs the activities of the department to ensure that the goals and objectives of the city are achieved
  • Manages and participates in the development and administration of the department’s annual budget, including capital projects and public works infrastructure projects; directs the forecasting of additional funds needed for personnel, equipment, materials and supplies; directs monitoring and approves expenditures; directs and implements the necessary adjustments.
  • Selects, trains, motivates and directs department staff; assesses and reviews work to ensure it is acceptable and meets departmental standards, including program and project priorities and performance appraisals; works with employees to correct deficiencies; implements disciplinary and dismissal procedures; responds to staff questions and concerns.
  • Develops, reviews and implements policies and procedures to meet legal requirements and the needs of the City; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors work distribution, support systems and internal reporting relationships, identifies opportunities for improvement; leads the implementation of change.
  • Administers and interprets community development codes; ensures code compliance with federal, state, and local laws, ordinances, rules, and regulations; drafts provisions or amendments to the code to correct deficiencies or ensure compliance with new laws or regulations; develops comprehensive plans to meet the future needs of ministry services.
  • Assists managers with contracted construction, security and engineering services; approves payments and monitors budgets; participates in the evaluation of services.
  • Represents the service with other municipal services, elected officials and external organizations; explains and interprets department programs, policies and activities; negotiates and resolves complex and controversial issues.
  • Participates and makes presentations to City Council, Planning Commission and various boards and commissions; attends and participates in professional group meetings; keeps abreast of new trends and innovations in the field of community development and other types of public services related to the assigned field.
  • Responds to difficult and sensitive inquiries and complaints from the public and assists with alternative resolutions and recommendations.

Minimum qualifications:

  • Degree from an accredited four-year college or university with major coursework in community development, planning, economic development, engineering, public administration, or related field; AND
  • Five (5) years of demonstrated experience in community development, planning, economic development, engineering, public administration or related field; including two (2) years in a supervisory or management role.

Special Requirements/Licenses:

Possession of a valid driver’s license with a satisfactory driving record.

Preferred Qualification/Certification(s):

Master’s degree and/or certification from the American Institute of Certified Planners (AICP).

Selection process

1. An assessment of the education, training and work experience of the submitted applications including CV and cover letter will be pre-screened by Human Resources. The review time for the first round of applications will be approximately June 17, 2022.

2. A panel of Subject Matter Experts (SMEs) will perform an in-depth education, experience and training assessment from your application package to include your CV and cover letter and answers to questions additional (if applicable). This process will start after June 24, 2022.

3. Our aim is to schedule oral interviews with candidates who have passed the SME assessment stage as soon as possible.
